Reward walking beside you and stop forward progress when the leash goes tight.

Start in a low-distraction area with a comfortable harness. Reward your pet for checking in and walking near your leg.
If the leash tightens, stop moving. When slack returns, mark and continue. Consistency teaches that pulling does not get them there faster.
Keep walks mentally rich with sniff breaks. A tired brain often walks nicer than a frustrated one.
